Seven Ethiopian Rebel Groups Say They Will Now Work as One

Seven Ethiopian rebel groups have formed a new alliance and say they will work together, the BBC reported on Monday. The groups have been active in Ethiopia's most populous regions for years.

That last clause carries the weight. Ethiopia's armed opposition has been persistent but fragmented, with separate groups operating in separate regions against separate grievances, and the fragmentation has been as much a feature of the security picture as the insurgencies themselves. An announced alliance is a claim to change that.

What an alliance would and would not mean

Announcing coordination is cheaper than achieving it. Joint statements between armed groups are common and joint operations are rare, and the history of such pacts in the Horn is mostly a history of arrangements that did not survive contact with the differing aims of their signatories.

But the regions named are the populous ones — the corridors along which most of the country's road freight, industrial parks and agricultural output sit. For businesses, the relevant exposure is not to any single group's capability but to whether the security map now has to be read as one map instead of seven.

The week it lands in

The announcement comes in the same week that the two architects of the Pretoria agreement jointly warned that the TPLF is preparing a new attack with Eritrean backing, and that the federal media regulator banned Tigray TV. These are separate events with separate causes. They point the same way.
