Qatar Condemns a Military Action Against Ethiopian Federal Forces and Invokes Pretoria

The government of Qatar has condemned a military action carried out against Ethiopian federal forces, describing it as a serious threat to the country's unity and sovereignty and to the peace and stability of the Horn of Africa.

Doha called for an immediate cessation of hostilities, for the protection of civilians, and for compliance with the Pretoria peace agreement.

Two governments in two days

The statement follows one from Russia the previous day telling outside actors to stay out of Ethiopia's internal affairs. Two foreign governments issuing statements on the same subject within 48 hours is itself the news here: it indicates that whatever occurred is being read abroad as a rupture rather than an incident, and that the Pretoria framework is now the reference point governments are reaching for.

For anyone running or financing a business in Ethiopia, the relevant signal is not the language of either statement but the fact that they exist. Sovereign-risk pricing, war-risk insurance on inbound freight, and the disbursement calendars of multilateral lenders all move on the perception of a return to armed conflict in the north, and they move before any confirmed fact reaches a market. Birr Metrics published its own estimate today of what a renewed northern war would cost against a 2.34 trillion birr budget, unfinished debt restructuring and an IMF-backed reform programme with little headroom for a shock.

The Tikvah Ethiopia post carrying Qatar's statement does not say who carried out the action, where, or when. No Ethiopian federal authority has been quoted confirming an engagement. Qatar's foreign ministry has not been quoted naming a party, and the statement has not been matched by one from the African Union or IGAD. Until the underlying event is on the record from a named official source, everything downstream of it is inference.
