The US Treasury Ran a $12.5 Billion Buyback — Three Times the Size of Its Routine Ones

The US Treasury conducted a buyback of its own debt on 3 September, capped at $12.5 billion and settling 4 September. The operation targeted nominal coupon securities with 1 month to 2 years remaining, maturing between 4 October 2026 and 3 September 2028.

It is classed as a cash management operation. Every other buyback on the Treasury's August-refunding schedule through late August was a liquidity support operation with a maximum size of $2 billion to $4 billion.

A second cash management operation of the same size is scheduled for 9 September, settling the following day.

What the two types do

Liquidity support buybacks are the routine ones: the Treasury buys back older, less-traded securities to improve trading conditions in the market. Cash management buybacks are about the Treasury's own cash position — retiring short-dated debt when the cash balance allows, which smooths the pattern of bill issuance around tax dates and other large flows.

The minimum purchase amount on both September operations is $0. The maximum is a cap, not a commitment.
